SUPERVISOR’S REORGANIZATION MEETING
January 5, 2009

The Jackson Township Supervisors held their reorganization meeting at 7:00 p.m. at the Jackson Township Municipal Building. Members present were Supervisors David Bracken, Bruce Baker and John Wallet along with Secretary-Treasurer / Manager Dave Hirko.

Acting Chairman:

Bracken, second Wallet to appoint Bruce Baker to the position of Acting Chairman. Vote-3 yes. Acting Chairman Baker called the meeting to order beginning with the Pledge of Allegiance to the flag.

Motion Wallet, second Bracken to appoint Bruce Baker to the position of Permanent Chairman. Vote-3 yes.

Motion Wallet, second Baker to appoint Dave Bracken to the position of Vice-Chairman. Vote-3 yes.

Motion Bracken, second Wallet to re-appoint Dave Hirko to the position of Secretary-Treasurer. Vote-3 yes.

Motion Bracken, second Wallet to re-appoint Dave Bracken, Bruce Baker and John Wallet to the position of Roadmasters. Vote-3 yes.

Motion Wallet, second Bracken to affirm the Supervisors as employees of the Township. Vote-3 yes.

Motion Bracken, second Wallet to re-appoint P. Joseph Lehman as Township Engineers. Vote-3 yes.

Motion Bracken, second Wallet to re-appoint Barry Rouzer to the position of Vacancy Board Chairman. Vote-3 yes.

Motion Wallet, second Bracken to re-appoint Harry Baker to the position of Zoning Officer. Vote-3 yes.

Motion Wallet, second Bracken to retain Berkheimer Associates for EIT & Local Municipal Service Tax Collection. Vote-3 yes.

Motion Bracken, second Wallet to retain First National Bank of Pennsylvania, Ameriserv & PLGIT as Township depositories. Vote-3 yes.

Motion Bracken, second Wallet to approve renewal of Treasurer’s Bond in the amount of $2,000,000. Vote-3 yes.

Motion Wallet, second Bracken to set regular monthly meeting dates for the second Thursday of each month at 8:00 am and the last Thursday of each month at 7:00 pm except for in November when it will be held on Thursday, the 19th and December when it will be held on Thursday, the 17th. Vote-3 yes.

Motion Wallet, second Bracken to adopt Tax Structure as follows: 3 ˝ mills Real Estate, ˝ Mill Fire Hydrant, 1/4 Mill Rescue Service, ˝% Earned Income Tax, ˝% Real Estate Transfer Tax, $5.00 Per Capita Tax & $5.00 Local Municipal Services Tax. Vote-3 yes.

Motion Bracken, second Wallet to authorize Supervisors and Manager to attend County & State Conventions and to be compensated at their regular rate of pay. Vote-3 yes.

Motion Wallet, second Baker to appoint Dave Bracken as Voting Delegate to the State Convention. Vote-3 yes.

Motion Bracken, second Baker to appoint John Wallet to the position of Alternate Voting Delegate to the State Convention. Vote-3 yes.

Motion Bracken, second Wallet to authorize Township Auditors, Tax Collector, Tax Assessor & Zoning Officer to attend County Conventions. Vote-3 yes.

Motion Wallet, second Bracken to approve Jackson Township Volunteer Fire Company’s List of Activities for 2009. Manager Hirko said, we don't have the list so you may want to do it pending review. The Fire Company is supposed to get that to us. Motion Wallet, second Bracken to approve Jackson Township Volunteer Fire Company’s List of Activities for 2009 pending review. There were no public comments on the motion. A vote was then taken. Vote-3 yes.

Motion Wallet, second Bracken to re-appoint Dave Hirko as Driveway & Street Encroachment Officer. Vote-3 yes.

Motion Bracken, second Wallet to re-appoint Rick Fetzer to a three year term as a member on the Jackson Township Zoning Hearing Board. Vote-3 yes.

Motion Bracken, second Wallet to re-appoint John Letizia Jr. to a three year term as a member on the Jackson Township Zoning Hearing Board as an Alternate Member. Vote-3 yes.

Motion Wallet, second Bracken to re-appoint Don Knopsnyder to a four year term as a member on the Jackson Township Planning Commission. Vote-3 yes.

Motion Wallet, second Bracken to re-appoint Regina Barr to a five year term as a member on the Jackson Township Recreation Commission. Vote-3 yes.

Motion Bracken, second Wallet to re-appoint Al Pagano to a five year term as a member on the Jackson Township Recreation Commission. Vote-3 yes.

Motion Bracken, second Wallet to re-appoint Walter Ditchcreek to a five year term as a member on the Jackson Township Water Authority. Vote-3 yes. Chairman Baker said, Walter is an invaluable member on the Water Authority. Supervisor Wallet added, he's been there since about 1993. He does a good job. I got on in 1986. . 22 years in. Baker said, you guys all do a good job down there. Manager Hirko said, I imagine you've seen a lot of progress over the years. Wallet replied, yes. . big time.

Motion Wallet, second Bracken to re-appoint Robert Templeton to a five year term as a member on the Jackson-East Taylor Sewer Authority. Vote-3 yes.

Motion Wallet, second Bracken to appoint Bruce Baker as Sewage Enforcement Agency member. Vote-3 yes.

Motion Bracken, second Wallet to appoint Dave Hirko as Alternate Sewage Enforcement Agency member. Vote-3 yes.

Motion Bracken, second Wallet to appoint Bruce Baker as Building Codes Enforcement Agency member. Vote-3 yes.

Motion Wallet, second Bracken to appoint Dave Hirko as Alternate Building Codes Enforcement Agency member. Vote-3 yes.

Motion Wallet, second Bracken to set hourly wage for Secretary/Treasurer/Manager, Dave Hirko at $18.50 per hour and add one week of vacation. Vote-3 yes.

Motion Bracken, second Wallet to set hourly wage for Administrative Assistant, Connie Fetzer at $11.50 per hour. Vote-3 yes.

Motion Bracken, second Wallet to set hourly wage for Police Chief, Bob Fatula at $17.00 per hour. Vote-3 yes.

Public Comments:
Zelda Dugan
asked, who is our Tax Assessor? Manager Hirko replied, Alex Ballow. This year will be the last year for his position. . his position is going to be eliminated at the end of 2009. Supervisor Wallet said, that's State wide, right? Hirko said, yes. .there won't be an Assessor position anymore. Basically, the County will do it. . .the State Building Code. . .they're picking up everything off of that, so there's really not a need for an Assessor anymore. Dugan said, if he's going to go to the Convention, who is it? Hirko replied, Alex Ballow. Dugan continued, and what is the Local Municipal Services Tax? Hirko replied, it's the old Occupational Privilege Tax and then it was changed to the Emergency Services Tax and now it's the Local Services Tax . . .most people remember Occupational Privilege Tax. Don Knopsnyder said, that's the one that some places changed to $52. per year. Dugan said, and yours is $5.00? Chairman Baker replied, yes. Hirko said, and the School District gets $5.00. . .people pay $10.00 total. Wallet asked, what's the city at now? Hirko answered, Johnstown is $52.00. Knopsnyder added, and they still charge us a Commuter Tax too. Baker said, and Cambria is something like $25.00. . .they went from $20.00 to $25.00 when they had the opportunity to increase it. Hirko added, Richland Township is $52.00 also.

announced, the Board of Supervisors next meetings will be held on Thursday, January 8, 2009 at 8:00 am and Thursday, January 29, 2009 at 7:00 pm.
