SUPERVISORíS MEETING
January 25, 2007

The Jackson Township Supervisors held their regular meeting at 7:00 p.m. at the Jackson Township Municipal Building. Members present were Supervisors Dave Bracken and Bruce Baker along with Secretary-Treasurer / Manager Dave Hirko and Solicitor Bill Barbin. The meeting was called to order by Bruce Baker, Chairman with the Pledge of Allegiance to the flag.

Board Roll Call was taken with Supervisors Dave Bracken & Bruce Baker present. Supervisor Bob Stephens was absent.

Bracken, second Baker to approve the minutes of the Board of Supervisors Meetings held on December 28, 2006 and January 11, 2007 as well as the Reorganization Meeting of January 2, 2007. Vote-2 yes.

Township Police Report
The December, 2006 Police Report submitted by Police Chief Bob Fatula was presented. The figures for December were as follows: 911 Calls dispatched to Police: 324. Reportable Incidents: 44 broken down as follows: Theft-11, Harassment-9, Criminal Mischief-7, Assault-3, DUI (Driving While Under the Influence)-3, Disorderly Conduct-2, Underage Drinking-2, Protection from Abuse Violations-1, Public Drunkenness-1, Receiving Stolen Property-1, Robbery-1, Stalking-1, Terroristic Threats-1 and Wire Tapping-1. Non-Traffic Citations Issued: 3, Traffic Citations Issued: 6, Accidents Handled: 16, Criminal Charges Filed: 19 broken down as follows: Harassment-4, DUI (Driving While Under the Influence)-3, Disorderly Conduct-2, Underage Drinking-2, Criminal Mischief-1, Protection from Abuse Violations-1, Public Drunkenness-1, Receiving Stolen Property-1, Robbery-1, Stalking-1, Terroristic Threats-1 and Theft-1.

Bracken, second Baker to renew Amfire Mining road bond for a six month period to continue using 1.32 miles of Pike Road East. Vote-2 yes.

Motion Bracken, second Baker to approve proposal by Natural Biodiversity to construct a Natural Habitat Enhancement Project at Leidy Park. Vote-2 yes.

Motion Bracken, second Baker to accept the resignation of William T. Hines Jr. as Part-Time Police Officer for Jackson Township. Vote-2 yes.

Motion Bracken, second Baker to accept the resignation of Jason M. Ponczek Part-Time Police Officer for Jackson Township. Vote-2 yes.

Motion Bracken, second Baker to accept the resignation of Daniel M. Gonos as Part-Time Police Officer for Jackson Township. Vote-2 yes.

Motion Bracken, second Baker on transferring $ 104,855.56 from the Capital Reserve Fund to the General Fund - $27,260.00 to Earth Shapers for work on Vinco Stream Bank Stabilization Project, $22,054.08 to Schultheis Electric for Veterans Park Lighting & Electrical Project, $15,000.00 towards January 2, 2007 Payroll, $15,000.00 towards Jan. 16, 2007 Payroll, $10,097.48 to P. Joseph Lehman for work done on Comprehensive Plan, stormwater management and Vinco Stream Bank Stabilization Project, $4,600.00 to Met life for Police Pension for Officer Melanie Kline, $4,600.00 to Conseco for Police Pension for Chief Robert Fatula, $4,069.00 to Luther P. Miller for fuel & heating oil and $2,175.00 to Richard Sutter & Associates for planning & consulting services. Vote-2 yes.

Motion Bracken, second Baker on approving the time sheets from December 17, 2006 through December 30, 2006 and December 31, 2006 through January 13, 2007. Vote-2 yes.

Public Comments:
Clair Michaels
commented, up there at the top of Wagner Road off of Chickaree Hill Road they only plow straight across. Why donít they plow that so you can swing down towards Vintondale a lot easier? They only plow that straight across there. . you got to come up and itís hard to make a right hand turn coming up out of Vintondale back onto Wagner Road because itís plowed straight across. Trucks and stuff will a lot of time push it out but until they get to it. . . .canít the Township plow truck push that out? The old stuff in the Township. . .are they planning on building a building for it. . .antiques and that. . historical? Are they planning on building a building or are they planning on going in with Nanty Glo? Chairman Baker replied, theyíre not building no building. Michaels said, I know we were thinking of giving Nanty Glo money towards their historical site and where are we going to store our historical stuff when we get it? Baker said, I suppose thatís a bridge weíll cross when we get there if we have anything to store but I do expect that this Committee in Jackson will participate with the Nanty Glo Historic Society. Michaels said, okay because you know what I mean. . .we give them and then we decide to build one ourselves, itís going to cost the taxpayers a lot of extra money. Thatís what I was gettin at.

Announcements:
Chairman Baker
made several announcements, the next Board of Supervisors next scheduled meetings will be held on Thursday, February 8, 2007 at 8:00 am and Thursday, February 22, 2007 at 7:00 pm at the Jackson Township Municipal Building. Also Larry Custer from the Cambria County Redevelopment authority will conduct a meeting to discuss 2007 Community Block Grant Funds and possible uses on Wednesday, January 31, 2007 at 2:00 pm.
