The Jackson Township Supervisors held their regular meeting at 7:00 p.m. at the Jackson Township Municipal Building. Members present were Supervisors Dave Bracken, Bruce Baker and John Wallet along with Secretary-Treasurer / Manager Dave Hirko and Solicitor Bill Barbin. The meeting was called to order by Bruce Baker, Chairman with the Pledge of Allegiance to the flag.

Board Roll Call was taken with all three Supervisors present.

Executive Sessions:
Chairman Baker
announced, An Executive Session was held on January 31, 2008 from 6:00 pm to 7:00 pm concerning personnel matters.

Public Comments Concerning Agenda Items:

Wallet, second Bracken to approve the minutes of the Board of Supervisors Meetings held on December 27, 2007, January 7, 2008 and January 10, 2008. Vote-3 yes.

Township Police Report
The December, 2007 Police Report submitted by Police Chief Bob Fatula was presented. The figures for December, 2007 were as follows: 911 Calls dispatched to Police: 196 Reportable Part I Crimes: 17 broken down as follows: Larceny-8, Assaults-6, Burglaries-2 and Robberies-1. Reportable Part II Crimes: 26 broken down as follows: Stolen Property-7, Vandalism-4, Disorderly Conduct-3, DUI (Driving While Under the Influence)-3, Embezzlement-1, Public Drunkenness-1 and all others-7. Calls Resulting in Cases: 25, Total Arrestees: 14, Total Suspects: 1, Total Victims: 17, DUI Arrests: 3, Traffic Citations: 7, Non-Traffic Citations: 2, Total Warnings: 6.

Manager Hirko
said, We received a letter from the East Taylor-Jackson Boosters Association which is actually the Little League and theyíre asking for our support of the 2008 Season with a $1500.00 contribution similar as last year.

Bracken, second Wallet to renew Amfire Mining road bond for a six month period to continue using 1.32 miles of Pike Road East. Vote-3 yes.

Motion Wallet, second Bracken to approve annual contribution to the East Taylor-Jackson Little League for $1500.00. Vote-3 yes.

Motion Bracken, second Wallet to accept resignation of Barry Gehosky from the Jackson Township Zoning Hearing Board. Vote-3 yes.

Motion Bracken, second Wallet on transferring $25,034.54 from the Capital Reserve Fund to the General Fund - $7,350.00 to Richard Sutter & Associates for planning & consulting services, $4,600.00 to Conseco for 2008 Police Pension for Chief Bob Fatula, $4,600.00 to MetLife for 2008 Police Pension for Officer Melanie Kline, $3,800.00 TO Brite Computers for computer equipment for Police Department, $2,684.54 to Smorto, Persio, Webb & McGill for Zoning Hearing Board legal expenses, $1,000.00 to Hegemann & Wray Engineers for work on Fords Corner Sewage Project and $1,000.00 to the Humane Society of Cambria County for animal control services for 2008. Vote-3 yes.

Motion Wallet, second Bracken on approving the time sheets from December 16, 2007 through December 29, 2007 and December 30, 2007 through January 12, 2008 and January 13, 2008 through January 26, 2008. Vote-3 yes.

Sam Sulkosky
said, Good evening, my name is Sam Sulkosky and Iím the new Borough Manager of Nanty Glo and I just wanted to come out and introduce myself to you. I just started back in early December and November. My regular hours started in January and Iím just trying to get out to the different Authorities and Municipalities in the area. I came to introduce myself because weíll be working on different things in the future. . I hope. One thing I want to let you aware of is that Nanty Glo has done the Comprehensive Plan. . .we should be bringing it out to you within the next week or so and you have 45 days to review that and weíre soliciting your comments if you have any. . I just want to give you a "heads up" on that. I just picked them up yesterday from the County Planning Office and I just appreciate your time. One last thing, I just picked your newsletter up today and I was very impressed with this. . .I havenít had a chance to read through it entirely but it looks very nice. Chairman Baker yes, itís very supportive. Sulkosky added, your websiteís nice too. . I like that too. Baker replied, thank you. . welcome. . .if you have any problems or anything we can help you with, weíre always here. Sulkosky said, Iím sure Iíll be talking with your Township Manager quite a bit.

Clair Michaels said, you know they put that water line down our way. . . those engineers and that. . whoever drawed that up. . they were too lazy to come around and ask the people. . .the landowners where they would like things. They put the blasted fire hydrant right in the middle of a driveway I use. . now I had to get a make and get me a new one. They put a man hole in one of the fields I farm for neighbors. . in the field they could have moved that a ways and then they also put one of them steel stakes there. . they go down along the water line in the middle of . . . they could have moved that back 100 feet one way or the other. . .back 100 feet would have made it a lot easier. . . it sticks out there. . Iím liable to be catching all that stuff. . and they should come around and tell the landowners where theyíre going to put it and show them where theyíre going to put it. It wasnít marked on any of the maps where they were putting it that I got. Chairman Baker said, what we know as the understanding was they were supposed to ask each property where they wanted them located at. Michaels said, they didnít. They come in . .they put it in . . it was too late after it was all in and I seen it and this ainít right. Baker added, now the stake sticking up there. . thatís just for a tracer. . they should be able to move that without a problem. Michaels replied, okay. . but they put a man hole there in the one field that I was farming and they put that. . .I made them make me a new right-of-way up there but still. . .they should have inquired about how come I have that right-of-way up there. Baker answered, absolutely. .they should have, and that was the understanding. . they were supposed to do that. Michaels said, they donít . . .they just come and throw them in. . .they marked it down on the footage. . I asked the guy there and they said, well. . .this is the footage we got but it was already too late till I noticed it. . . .it was already in and that so they moved everything out and that was like the taps. . ..they knocked on your door at 7 oíclock in the morning and said, where do you want your tap? Nobody had any idea . . .I didnít have any idea where I want my tap yet. Baker asked, okay. . can you take that back to your other Board? Supervisor Wallet replied, yes, I will.

Bob Albright said, We got a problem down there on the Old Nanty Glo Road. . down there by Kuhars and Denmar Lane or whatever. . the water is coming down there and itís all over the road now and the young couple that just bought the house on the other side of the road. . .all that water is going down on their property and thereís ice all over the road and Iíd like for any or all three of you Supervisors after the meeting. . take a ride down there and look at that situation tonight. Theyíre hauling logs down that road and they smashed those culverts shut where the water went and all that waterís coming out on the road there now. Now if they had that road bonded, I think you gentlemen should make them get it straightened up or corrected there because we got quite a problem down there. Take a ride down there and look at that situation and youíll understand and those people who live across the road. . they have 4 cars sitting there tonight. . .all that waterís froze across there and the culvert is smashed shut from that logging truck that comes down there. Itís a bad situation there and Iíd like for you gentlemen to take a look at it and see if you can get it corrected. Chairman Baker answered, okay. Also you have one of your reflectors out at the point of your island out there at Old Nanty Glo Road. . one of the pipes that has the reflector on. . one of those is missing. One more thing Iíd like to see you do. . .one of the cars down there that doesnít have a license on but before you take care of those cars, maybe you ought to consider getting rid of the two you have behind the shed out there. Baker replied, weíve been. Albright said, I know youíve been trying. . if you canít do anything else, call Gillin out there and have them taken to the junkyard. . thatís all junk any how.

Chairman Baker
announced, The next Board of Supervisors next regularly scheduled meetings will be held on Thursday, February 14, 2008 at 8:00 AM and Thursday, February 28, 2008 at 7:00 pm at the Jackson Township Municipal Building.

Bracken, second Wallet to adjourn the meeting at 7:12 pm. Vote-3 yes.
