SUPERVISOR’S MEETING
February 28 2002
The Jackson Township Supervisors held their regular meeting at 7:00 p.m. in the municipal building. Members present were David Bracken, Dowey Croyle, Bob Stephens, Dave Hirko and George Gvozdich. The meeting was called to order by David Bracken, Chairman, with the Pledge of Allegiance to the flag.
Public Comments:
Sgt. Michael Edwards, State Police, Ebensburg - Invited the
public to ask any questions relating to the State Police.
Eugene Kist - Questioned why there are police officers at
meetings. Asked what will happen with non-conforming properties
under the new Zoning Ordinance.
Steve Yurasek - Inquired about lots he owns at Cherrywood Estates
and how his property would be affected by Intermittent Streams
under the Zoning Ordinance. Also asked if there would be any
grants for rehabilitating homes in the township.
Eugene Kist - Questioned what will happen with lots that don't
comply with the Zoning Ordinance.
Don Knopsnyder - Commented on lot size in relation to the Zoning
Ordinance.
Jack DArmin - Questioned what other expenses a property might
incur when seeking a variance.
George Burkey - Commented that the Sunshine Law was broken at the
January Township Supervisors Meeting.
William Michaels - Spoke on his opposition to the Zoning
Ordinance.
Steve Szekeresh - Requested a response to his request to have his
property zoned from agricultural to commercial.
George Burkey - Commented on Steve Szekeresh's request to have his property zoned commercial.
Business Meeting:
Bob Stephens asked several questions. Bob asked Solicitor, George
Gvozdich to define what is considered "a plan of
record" written in the township Zoning Ordinance. Bob also
questioned why a resident in the township was denied a permit to
put in a dog kennel.

Business:
Larry Custer commented on 2002 Community Development Block Grant
Program and asked the township supervisors if they wanted to
proceed with an application for a grant to provide water to the
residents of Wagner & Pintail Roads in the township.
Motion Croyle, second Stephens to pursue the application for a CDBG providing water to Wagner & Pintail Roads. Vote - 3 yes
Motion Croyle, second Stephens to establish a petty cash fund of $100.00 for the township office to make change. Vote - 3 yes
Motion Croyle, second Stephens to appoint Dave Hirko as Driveway & Street Encroachment Officer to replace George Burkey. Vote - 3 yes
Motion Stephens, second Croyle to hire Tabatha Mulvehill as part-time police officer. Vote - 3 yes
Motion Croyle, second Stephens to remove Debra Hartle from the Jackson Township Recreation Commission due to non-attendance. Vote - 3 yes
Motion Stephens, second Croyle to authorize the advertising for Heating Oil, Premium No Lead Gas and Diesel Fuel. Vote - 3 yes

Discussed how to compensate Harry Baker, Zoning Officer.
Motion Croyle, second Stephens to compensate Harry Baker, Zoning Officer as follows: 75% of the first $50.00 of each fee collected, 10% of amounts over $50.00 for each fee collected and 100% of mileage / expenses. Vote - 3 yes
Motion Stephens, second Croyle to approve one Zoning Hearing Board member and Harry Baker, Zoning Officer attend a one day zoning seminar in State College, PA. Vote - 3 yes
Motion Croyle, second Stephens to have the township engineer study Raymond & Eagle Drives and advise as to what would be needed to bring the roads up to township standards for possible adoption by the township. Vote - 3 yes
Motion Croyle, second Bracken to approve transfer of Transfer $ 3587.00 from the Capital Reserve Fund to the General Fund; $1292.00 for roadway weight limit reports, $2295.00 for computer accounting system. Vote - 3 yes
Motion Croyle, second Stephens to approve the bills from February 1st, 2002 to February 28th, 2002 - General Fund - $ 48,370.88; Highway Aid Fund - $ 12,878.89; Senior Center Fund - $ 2158.60. Vote - 3 yes
Motion Croyle, second Stephens to approve the time sheets for January 20th, 2002 to February 2nd, 2002 and February 3rd, 2002 to February 16th, 2002. Vote - 3 yes
