The Jackson Township Supervisors held their regular meeting at 8:00 a.m. at the Jackson Township Municipal Building. Members present were Supervisors Bruce Baker, John Wallet along with Secretary-Treasurer / Manager Dave Hirko and Solicitor Bill Barbin. Supervisor Mark Westrick was unable to attending the meeting. The meeting was called to order by Chairman Bruce Baker with the Pledge of Allegiance to the flag.

Board Roll Call was taken with Supervisors Baker & Wallet present. Supervisor Westrick was not able to attend.

Public Comments Concerning Agenda Items:
Eugene Kist said, under this Laurel Sand are you familiar with what they're gonna do here? Chairman Baker asked, pertaining to what? Kist answered, blasting. Baker said, that's not regulated by us. Solicitor Barbin said, we don't have a blasting plan. . we know they're talking about mining. . re-mining the old highwall. Kist said, in the Township we got a notice that they're gonna be blasting from 8 to 5 every night five days a week. That would be a disturbance automatically so it's a Nuisance. Are you familiar with the work they're doin? Barbin replied, the law says we can't regulate. . it's Game Commission land. Kist asked, did you get correspondence on that? Barbin said, it's Game Commission land. Kist said, I don't care who's land it is. A Game Commission land is a public land. Barbin said, well go argue with the Game Commission that it's not a good thing what they're doing. Kist asked, do you know what they're doin? Barbin said, they're reclaiming that old mine. . . the old highwalls. Kist asked, are they gonna go down and blast them? Barbin said, Goat Hill. . I don't know what they they're doing if they're blasting or not. Kist asked, did you get any information on it? Supervisor Wallet said, the Blasting Notices that are in the paper are required by law and that could have absolute nothing to do with the other project they're doing. . it could be part of their continuing stone quarry and that's required by law. . any quarry has to file. Kist said, if they're blasting, I'm concerned about water and structural damage. Barbin said, you're right. .there is no blasting at a strip mine. Haven't they done blasting for a long time? Manager Hirko said, they don't blast every day. . they cover themselves with time frames but they're not blasting every day.

Motion Wallet, second Baker to approve Resolution 01-12 to apply for a DCNR Grant for the Loraine Fishing Pond Project. Vote-2 yes.

Motion Wallet, second Baker to move Officer Phil Vaught from Part-Time to Full-Time Status. Vote-2 yes.

Chairman Baker
announced, The Board of Supervisors next scheduled meeting will be held on Thursday, March 29, 2012 at 7:00 pm at the Jackson Township Municipal Building. The Jackson Township Supervisors along with the Recreation Commission will hold their 6th Annual Easter Egg Hunt at Mitchell Park on Saturday, March 31, 2012 at 12:00 noon.

Motion Wallet, second Baker to adjourn the meeting at 8:04 am. Vote-2 yes.
