SUPERVISORíS MEETING
March 26, 2009

The Jackson Township Supervisors held their regular meeting at 7:00 p.m. at the Jackson Township Municipal Building. Members present were Supervisors Dave Bracken, Bruce Baker and John Wallet along with Secretary-Treasurer / Manager Dave Hirko and Solicitor Bill Barbin. The meeting was called to order by Bruce Baker, Chairman with the Pledge of Allegiance to the flag.

Board Roll Call was taken with all three Supervisors present.

Public Comments Concerning Agenda Items:
Steve Yurasek said, I want to compliment you on this Capital Reserve Fund Bill List. . itís nice cost accounting. . you can see where the moneyís going. Thatís quite an improvement. Chairman Baker said, it was like that before but you read it all out in a paragraph. Yurasek said, but now you can look right there and go item by item. . .real simple. Manager Hirko replied, itís easier to read. Yurasek said, yeah. . I appreciate that. . and the Capital Reserve Fundís going down fast though. Solicitor Barbin said, the big one though is the Water Authority. . $158,000.00 Supervisor Wallet said, and that will come back. . itís a loan.

The February, 2009 Police Report submitted by Police Chief Bob Fatula was presented. The figures for February, 2009 were as follows: 911 Calls dispatched to Police: 217 Reportable Part I Crimes: 3 broken down as follows: Larceny-3. Reportable Part II Crimes: 22 broken down as follows: DUI (Driving While Under the Influence)-8, Stolen Property-3, Disorderly Conduct-1, Fraud-1, Sex Offenses-1, Vandalism-1 and all others-7. Calls Resulting in Cases: 15, Total Arrestees: 11, Total Suspects: 1, Total Victims: 5, DUI Arrests: 7, Traffic Citations: 15, Non-Traffic Citations: 1, Total Warnings: 2.

Motion
Bracken, second Wallet to approve Cable Franchise Agreement between Jackson Township and Atlantic Broadband. Vote-3 yes.

Motion Wallet, second Bracken to approve temporary Lease Agreement between Jackson Township and Walden Vorhauer for use of Woodland Park facilities for the 4th Annual Jackson Township Fishing Derby. Vote-3 yes.

Motion Wallet, second Bracken to approve Demolition Contract between the Nant-Y-Glo Tri-Area Museum & Historic Society and Jackson Township. Vote-3 yes.

Motion Bracken, second Wallet to authorize the Solicitor to write and send a letter to the East Taylor Water Authority granting permission to provide water service to Lot # 2 of the pending Oleksa Subdivision dated February 26, 2009. Vote-3 yes.

Manager Hirko said, I sent out six packages for fuel bids and received only 1 bid from Luther P. Miller which is the current supplier. Solicitor Barbin reviewed the bid and compared it with last yearís. Solicitor Barbin said, itís OPIS plus .19 plus cents what youíre approving. You should approve the bid for the prices contingent upon acceptance of the bond just to make sure that this Bond Company is authorized to do business in Pennsylvania. I can tell you in a few minutes in the morning.

Motion Wallet, second Bracken to accept bid from Luther P. Miller for Heating Oil, Regular No Lead Gas and Diesel Fuel contingent upon approval of Bonding Company in Pennsylvania. Vote-3 yes.

Motion Bracken, second Wallet to approve Capital Reserve Fund bill list for the period of February 27, 2009 through March 26, 2009 and transfer $ 229,592.50 from the Capital Reserve Fund to the General Fund. Vote-3 yes.

Chairman Baker
announced, The Board of Supervisors next regularly scheduled meetings will be held on Thursday, April 9, 2009 at 8:00 AM and Thursday, April 30, 2009 at 7:00 pm at the Jackson Township Municipal Building. The Jackson Township Lions Club along with the Jackson Township Recreation Commission will hold their 3rd Annual Easter Egg Hunt at Mitchell Park on Saturday, April 4, 2009 from Noon till 2:00 pm.
