The Jackson Township Supervisors held their regular meeting at 7:00 p.m. at the Jackson Township Municipal Building. Members present were Supervisors Dave Bracken and Bruce Baker along with Secretary-Treasurer / Manager Dave Hirko and Solicitor Bill Barbin. The meeting was called to order by Bruce Baker, Chairman with the Pledge of Allegiance to the flag.

Board Roll Call was taken with Supervisors Dave Bracken & Bruce Baker present. Supervisor Bob Stephens was absent.

Bracken, second Baker to approve the minutes of the Board of Supervisors Meetings held on February 22, 2007 and March 8, 2007. Vote-2 yes.

Township Police Report
The February, 2007 Police Report submitted by Police Chief Bob Fatula was presented. The figures for February were as follows: 911 Calls dispatched to Police: 268. Reportable Part I Crimes: 4 broken down as follows: Larceny-2, Assaults-1 and Burglary-1. Reportable Part II Crimes: 16 broken down as follows: Vandalish-4, Disorderly Conduct-3, Fraud-3, DUI (Driving While Under the Influence)-1,Stolen Property-1 and all others-4. Calls Resulting in Cases: 17, Total Arrestees: 7, Total Victims: 14, DUI Arrests: 1, Traffic Citations: 23, Non-Traffic Citations: 2, Total Warnings: 1.

Manager Hirko
said, we received a letter from East Taylor-Jackson Little League asking for their annual donation and theyíre asking this year for $1,500. The letter says your continued support of our organization as provided positive results for the youth of the community. We also got a letter from the Pennsylvania State Association of Township Supervisors that we won two second place awards. . one was for the newsletter and one was for the website and these are state-wide awards and the plaques are on the wall. We received a letter from the Cambria County Planning Commission and they sent us a traffic study on the 22 corridor and Iím just going to put this up here. . if anybody wants to see the study, itís right here. We got a letter from PEMA officially naming Chris Fedora to serve as Emergency Management Coordinator. . . .itís official with this letter.

Bracken, second Baker to approve subdivision of Patrick S. DeRubis and Steve J. DeRubis. Vote-2 yes.

Motion Bracken, second Baker to approve subdivision of Anna Wilkinson Allbaugh. Deborah Burkey, Executrix. Vote-2 yes.

Motion Bracken, second Baker to accept the resignation of Brian Emerson from the Jackson - East Taylor Sewer Authority. Vote-2 yes.

Motion Bracken, second Baker to appoint Wendell Gillen to the Jackson - East Taylor Sewer Authority to serve the remaining term left vacant by Brian Emerson. Vote-2 yes.

Motion Bracken, second Baker to approve right-of-way agreement and easement between Jackson Township and Joseph R. & Sharon E. Wiktor. Vote-2 yes.

Motion Bracken, second Baker to accept bid from Luther P. Miller for Heating Oil, Regular No Lead Gas and Diesel Fuel. Manager Hirko noted, that was the only bid we received and we sent out six letters. Solicitor Barbin said, everything looks okay. . the price is .12 cents above OPIS. A vote was then taken. Vote-2 yes.

Motion Bracken, second Baker to approve Ordinance 148 which amends Ordinance 131 and expands the cicumstances under which sewage holding tanks may be allowed for temporary camping facilities. Vote-2 yes.

Motion Bracken, second Baker to recommend approval of the Master Recreation, Parks & Open Space Plan as the official document and recreation plan for Jackson Township. Vote-2 yes.

Motion Bracken, second Baker to approve Resolution 02-07 authorizing the filing of an application for a recreation matching grant for Mitchell Park with the DCNR. Vote-2 yes.

Motion Bracken, second Baker to approve contribution of $1,500.00 to the Jackson-East Taylor Little League. Vote-2 yes.

Motion Bracken, second Baker to purchase Gravely Commercial Mower from Rayís Lawnmower Sales & Service at the Pennsylvania State Contract cost of $10,499.00 for grass cutting at Jackson Township Parks. Vote-2 yes.

Motion Bracken, second Baker on transferring $ 133,965.37 from the Capital Reserve Fund to the General Fund - $43,893.00 to Stephenson Equipment for Ĺ joint purchase of paving machine with Cambria Township, $38,840.21 for final payment to Schultheis Electric for work on Veterans Park Lighting & Electrical Project, $15,000.00 towards 3/13/07 payroll, $14,317.00 to Naugle Insurance for down payment on 2007 Insurance Policy, $7,444.76 to Luther P. Miller for fuel & heating oil, $4,875.00 to Richard Sutter & Associates for planning & consulting work, $4,148.81 to Pashek Associates for Master Recreation and Parks Plan, $2,000.00 to Barnes, Saly & Company for 2006 Township Audit, $1,853.36 to Ron Carnevali for Nischalke Zoning Appeal legal expenses and $1,593.23 to REA Energy for new poles and materials needed to install street lights at Route 22 intersections. Vote-2 yes.

Motion Bracken, second Baker on approving the time sheets from February 11, 2007 through February 24, 2007 and February 25, 2007 through March 10, 2007 and March 11, 2007 through March 24, 2007. Vote-2 yes.

Will Michaels
commented, up there on 22, I noticed at the Chickaree Hill Road . . .okay. . when the lights are on, itís kind of deceiving. You can pass that Vintondale road up real easy. I know thatís where theyíre putting street lights but if they had another row of blinkers back from it. . . when itís not foggy itís okay, but when itís foggy, itís just kind of rough there to see. Maybe you can mention that to the State or whoever.

Chairman Baker
announced, the next Board of Supervisors next scheduled meetings will be held on Thursday, April 12, 2007 at 8:00 am and Thursday, April 26, 2007 at 7:00 pm at the Jackson Township Municipal Building. Also, the First Annual Jackson Township Easter Egg Hunt will be held at Mitchell Park on Saturday, March 31, 2007 from Noon to 3 pm. If you havenít noticed also, there is a puzzle available from the Historical Society. . .thatís a replication of one of the garages that were here in the Township at one time. Theyíre available for sale through the Historical Society at the Nanty Glo Library. Iím sure that theyíd appreciate your support.
