SUPERVISOR’S MEETING
April 12, 2007
The Jackson Township Supervisors held their regular meeting at 8:00 a.m. at the Jackson Township Municipal Building. Members present were Supervisors Dave Bracken and Bruce Baker along with Secretary-Treasurer / Manager Dave Hirko and Solicitor Bill Barbin. The meeting was called to order by Bruce Baker.

Manager Hirko said, we received a letter from Bob
Stephens saying that he would resign due to health reasons and he wanted
it effective March 31, 2007.

Mr. Larry Custer of the Cambria County Redevelopment Authority was
present to discuss the 2007 CDBG (Community Development Block Grant) Program and
usage of funds. Custer commented, I’d like to address the Board
today on the 2007 Community Development Block Grant Entitlement Program for the
Township. This is the 20th year or so that the Township has
participated in the Community Development Block Grant Program. This year’s
allocation for the Township is $108,622. and that’s about $1,000. less than what
the Township received last year. We did hold two public hearings as we do and we
had a handful of people show up and we talked about things such as recreation
and sewerage and some of the other projects here in the Township that the public
would like to see performed. This year what we decided to do is look at the
extension of a public sanitary sewer line along Loraine Road. It’s probably
about 20 years ago or so we put a line in the village of Loraine. It was
connected into the Nanty Glo Sewer Authority. I think we picked up 17 houses if
I remember correctly. What we’d like to do now is extend on up Loraine Road
towards Ford’s Corner Road and what we’re looking at is picking up about 20
residences who have malfunctioning systems and things of that nature. This does
look like it will be a three year project meaning the Township will have to
allocate this year’s and the next two year’s funds towards that project. I think
everyone does have copies of the feasibility study which was prepared in the
year 2001 by multi-mix companies and they set out an alternative and that’s what
we’re going to go with. With this year’s allocation, we’re looking at is the
design and initiating some of the exploration activities that need to be done.
We’re looking at depths and topography. . .what’s there now and where the
inter-connections or the service connections can be made with the residences
along that road. I do have a Resolution there authorizing the County to file an
application on behalf of the Township. Supervisor Baker said,
while we have you here, could you update us on Wagner? Custer
replied, yes. . I think that’s your next Resolution. At the end of last year, we
filed an application for $500,000. of competitive CDBG monies in order to
complete the Wagner Road - Pintail Road Water Project and we also in that
application added picking up probably a dozen houses along Chickaree Hill Road.
From the split, one split goes to the Wagner Road area. . .the other split goes
down Chickaree Hill Road towards Vintondale. What we’re looking at is putting in
the Wagner Road System and going down Chickaree Hill Road down towards
Harristy’s in the vicinity of the old reservoir there. The engineer. . .I’ve met
with them. . they were out finalizing their drawings because there were some
changes made from PennDOT completing the intersection at the top of Chickaree
where we’d like to make our inter-connection. . I guess there was some
landscaping and other things that were done there, so we have to revise the
easement for the right-of-way of the waterway where we’re making the
inter-connection. . .I think it’s Morchesky’s. As soon as I get that and as soon
as PennDOT finalizes the Occupancy Permit, I’ll be bidding. Hopefully, I’m
looking at bidding next month. . .open bids up in June. . .looking at
construction, hopefully, by early September. That’s our schedule. . . I feel we
now can complete the Project, so that’s what we’re shooting for. The engineer
has not completed the design for the Chickaree Hill Road portion of the Project
but that doesn’t matter. We’re going to go ahead and do the Wagner Road portion
and use what monies we have left to go on down Chickaree Hill Road. The only
other thing is the Redevelopment Authority will be opening up bids today on the
Leidy Lane Playground. As you know, we’re installing a climber and putting in
some safety surfacing materials there at Leidy Lane. . we’re opening up bids
later today.
Motion Bracken, second Baker to approve Resolution # 03-07 to approve use of 2007 CDBG Funds for Loraine Road Sewer Project. Vote-2 yes.
Motion Bracken, second Baker to approve Resolution # 04-07 to approve use of 2007 Competitive Grant Funds for Wagner Road & Chickaree Hill Road Water Project. Vote-2 yes.
Motion Bracken, second Baker to accept the resignation of Bob Stephens as Township Supervisor effective March 31, 2007. Vote-2 yes.
Motion Baker, second Bracken to appoint Guy Ellenberger to fill the remaining term of Township Supervisor through December 31, 2007 left vacant by Bob Stephens. Supervisor Baker said, to explain the situation, we thought about all the possibilities of who we could possibly consider appointing. As anyone is surely aware, there are five candidates running for Supervisor here in May. We feel that there’s five good gentlemen running for that position and it could be a detriment to their campaign. . . that being said, trying to find a party that may be neutral, I would make a motion to appoint Guy Ellenberger to fill that position. A vote was then taken. Vote-2 yes.

announced, the next Board of Supervisors meeting
will be held on Thursday, April 26, 2007 at 7:00 pm at the Jackson Township
Municipal Building.
