SUPERVISORíS MEETING
April 25, 2002

The Jackson Township Supervisors held their regular meeting at 7:00 p.m. in the municipal building. Members present were David Bracken, Bob Stephens, Dave Hirko and George Gvozdich. The meeting was called to order by David Bracken, Chairman, with the Pledge of Allegiance to the flag.

Public Comments:
Zelda Dugan - Thanked the supervisors for all the work they've done in the township.

Don Hildebrand - Asked supervisors to look at Brazil Lane where rain washed out sides of road and at a ditch that needed cleaned out on Pudliner Road.

Eugene Kist - Asked about how the correspondence on the agenda from Edward Smith pertained to zoning.

Don Bishop - Questioned about what road projects would be done this year in the County Aid Project. Also said that there should be better lines painted on Wagner Road.

Will Michaels - Asked how many acres are being select timbered at Mitchell Field.
Clair Michaels - Asked how will the Township get paid on the select timbering.

Motion Stephens, Second Bracken, to approve the minutes of the previous meeting, Vote - 2 yes

Township Reports:
General Fund - 4/1/02 - $ 44,107.06; Receipts of $ 61,068.09; Disbursements of $ 68,778.37; Balance 4/25/02 - $ 36,396.78

Capital Reserve Fund - 4/1/02 - $ 530,270.76; Receipts - $ 45,701.77; Disbursements - $ .00; Balance 4/25/02 - $ 575,972.53

Correspondence:
Read letter from Edward C. Smith, President of the Laurel-Hinckston Conservancy concerning the Jackson Township Zoning Ordinance and how it can be improved to benefit the resident's concerns and the township's future.

Business:
Dave Bracken gave a report on the Township Road Inspection to determine what work would need done this year.

Motion Stephens, second Bracken to Authorize the submission of a PennDot application for county aid for road projects. Vote - 2 yes.

Reviewed quotes on purchasing stone for highway projects. Motion Stephens, second Bracken to accept the lowest quote based on quantities used. Vote - 2 yes.

Opened single bid received for 1987 GMC Dump Truck. Motion Bracken, second Stephens to table bid received from Carl Laughard, pending further review. Vote - 2 yes.

Motion Stephens, second Bracken to retain forester to prepare bid and specification in connection with sale of selective timber at Mitchell Field. Vote - 2 yes.

Motion Stephens, second Bracken to authorize bidding of sale of selective timber at Mitchell Field. Vote - 2 yes.

Motion Stephens, second Bracken to approve Petition for Zoning Change Form. Vote - 2 yes.

Motion Stephens, second Bracken to table action on Adelphia's Cable Television Contract and have representative from Adelphia attend the next Township meeting to answer questions from the public. Vote - 2 yes.

Motion Stephens, second Bracken to support the Cambria County-wide digital mapping project or GIS (Geographical Information System). Vote - 2 yes.

Motion Stephens, second Bracken to authorize for filing of application for Activities Director of the Jackson Township Senior Center from Americorps. Vote - 2 yes.

Reviewed applicants for the vacant supervisor's position.

Motion Bracken to nominate Bruce Baker for the vacant Supervisor's position. Motion died from lack of a second.

Motion Stephens, second Bracken to authorize advertisement of a special meeting of the Township Vacancy Board. Vote - 2 yes.

Motion Stephens, second Bracken to approve the bills from March 29th, 2002 to April 25th, 2002 - General Fund - $ 68,773.70; Senior Center Fund - $ 4,287.03. Vote - 2 yes.

Motion Stephens, second Bracken to approve the time sheets for March 17th, 2002 to March 30th, 2002 and March 31st, 2002 to April 13th, 2002. Vote - 2 yes.

Bob Stephens made comments proposing that the Chief of Police and the Township Roadmaster furnish monthly reports and attend monthly Township Supervisors meetings.

Motion Stephens, second Bracken to adjourn the meeting at 8:30 p.m. Vote - 2 yes.
