Supervisors Meeting

May 31, 2012

The Jackson Township Supervisors held their regular meeting at 7:00 p.m. at the Jackson Township Municipal Building.  Members present were Supervisors Bruce Baker, John Wallet and Mark Westrick along with Secretary/Treasurer/Manager Dave Hirko and Solicitor Bill Barbin. The meeting was called to order by Bruce Baker, Chairman with the Pledge of Allegiance to the flag.

Board Roll Call was taken with all three Supervisors present.

Motion Wallet, second Westrick to approve the minutes of the Board of Supervisors Meetings held on April 26, 2012 and May 10, 2012.  Vote-3 yes.

The April, 2012 Police Report statistics were as follows: 911 Calls dispatched to Police: 461 Reportable Part I Crimes: 3 broken down as follows: Larceny-2 and Burglary-1.  Reportable Part II Crimes: 11 broken down as follows: Disorderly Conduct-3, Drugs-3, Receiving Stolen Property-1 and all others-4. Calls Resulting in Cases: 6, Total Arrestees: 5, Total Suspects: 1, Total Victims: 2, DUI Arrests: 0, Traffic Citations: 120, Non-Traffic Citations: 4, Total Warnings: 0

New Business:
Motion Wallet, second Westrick to approve the Subdivision of Audrey Sherrer to Susan Eppley conditioned upon proper execution of Audrey Sherrer.  Vote-3 yes.

Craig Osteen of American Forestry presented the bids submitted for select cut timbering on 97 acres of ground owned by Jackson Township on the Chickaree Hill (Business Park) property.  Osteen said, we received about 7 bids on the timber sale. The bids were then opened and the bid amounts announced. Solicitor Barbin asked what were the conditions of the payment.  Osteen replied, there are 3 payment terms.  30% is due when they sign the Contract.  There's an additional 30% due when they are 20% done or by September 1st and the final 40% is due when they're 40% done or by December 1st.  We should have all the money by December 1st.  I haven't spoken with them personally but I will check with them. . I'm assuming they'll probably start in the relatively near future and that they would reach those percentages completed before the time frame, so you'll have the money in advance of that December 1st deadline. My recommendation is to accept their bid.

Motion Wallet, second Westrick to accept the bid of E & E Logging & Sons for timber cutting on the Business Park property owned by Jackson Township on Chickaree Hill for $143,428.88.  The motion was opened to public comment and there was none.  A vote was then taken.  Vote-3 yes.

Motion Westrick, second Wallet to approve Capital Reserve Fund bill list for the period of April 26, 2012 through May 10, 2012 and transfer $ 4,150.25 from the Capital Reserve Fund to the General Fund. Vote-3 yes.

Announcements:
Chairman Baker announced, The Board of Supervisors next meetings will be held on Thursday, June 14, 2012 at 8:00 am and Thursday, June 28, 2012 at 7:00 pm at the Jackson Township Municipal Building. The Cambria County Courts will sponsor a Youth Fair with emphasis on drug and alcohol prevention at Leidy Park on Tuesday, June 26th from 11:00 am to 1:00 pm.  Admission is free and there will be free refreshments, t-shirts, games and prizes given away including sweatshirts and bicycle helmets.  All students from elementary through high school are invited to attend and bring a friend.
