New Business:
The Board discussed the bids on items 1, 2 & 3 of the miscellaneous road materials. Manager Hirko said he had called Bob Mills from PennDOT and he said we should take into consideration travel expense, man hours and travel time and other costs when comparing those who placed bids. He added that when considering delivery, Grannas Brothers does not deliver and New Enterprise charges $68.75 per truck vs. Quaker Sales $48.00. Chairman Bracken said we wouldn’t be able to get anything done and they’d end up putting a bunch of trucks on. Hirko said that the difference in the bids on items 1, 2 & 3 were minimal being .40 cents, .60 cents and $1.00 per ton. He added that he also called a State Auditor and he said as long as something was documented in the file noting expenses and justifying the decision, that would be considered as acceptable. Bracken said if we had to have them deliver it for "scratch coat" it would be 3 hours between loads and with a closer supplier we don’t even have an hour. Hirko said the need could vary with material being either picked up or delivered depending on the work being done or the amount of material needed. Bracken said there are times when you may pick up material to patch holes and later get a tri-axle delivering. He said they can bring us 23 or 24 tons where we can only legally haul 8 tons on each truck.

Motion Baker, second Stephens to award the bid for miscellaneous road materials, items 1, 2 & 3 for pick up to Quaker Sales. Vote-3 yes.
