SUPERVISORíS MEETING
October 31,  2002

The Jackson Township Supervisors held their regular meeting at 7:00 p.m. in the municipal building. Members present were David Bracken, Bob Stephens, Bruce Baker, Dave Hirko and George Gvozdich. The meeting was called to order by David Bracken, Chairman, with the Pledge of Allegiance to the flag.

Public Comments:
Bob Albright asked the Supervisors to consider installing a street light where Old Nanty Glo Road enters onto Route 271. He felt the situation was very hazardous. He also commented about a manhole being six inches above the road where new paving was recently done by the State. He urged the Supervisors to look at the situation.

Zelda Dugan thanked the Supervisors and the Road Crew for working hard the last few days to clean up branches and trees that had fallen on the Township roads from an ice storm.

Eugene Kist stated that he had asked to be put on the meeting agenda to talk about something beneficial but the Supervisors refused to put him on.

Minutes:
Motion Baker, second Bracken to approve the minutes of meetings on September 26th. Vote - Baker & Bracken-yes, Stephens-abstained due to pending litigation.

Township Reports:
General Fund - 10/1/02 - $ 137,625.61; Receipts of $ 90,888.80; Disbursements of $ 148,212.76; Balance 10/31/02 - $ 80,301.65

Capital Reserve Fund - 10/1/02 - $ 864,214.55; Receipts - $ 53,796.06;
Disbursements - $ 42,322.82; Balance 10/31/02 - $ 875.687.79

Correspondence:
Letter was received from the Jackson Township Volunteer Fire Company asking the Township Supervisors to consider giving a donation to help defray the cost of providing treats to Township children during the recent Halloween Parade.

Motion Stephens, second Baker to donate $500.00 to the Jackson Township Volunteer Fire Company to help defray the cost of providing treats during the recent Halloween Parade. Vote-3 yes.

Business:
Motion Baker, second Stephens to approve the subdivision submitted by Gail Bodenschatz and Margaret Parks with the conditions added that a note be added to the subdivision stating that access to the parcels was only available by private road and that Cambria Township also granted approval. Vote-3 yes.

Motion Stephens, second Baker to approve the subdivision submitted by Michael Devich. Vote-3 yes.

A presentation was made by Keller Engineers on the expansion plans of the Jackson Township / East Taylor Sewer Authority to expand into the Brazil Lane and Cherrywood Estates area of Jackson Township.

Motion Stephens, second Baker to table action on the sewer expansion project pending further review. Vote - Stephens-yes, Baker & Bracken-no.

Motion Baker, second Bracken to grant approval to amend the existing 537 plan to allow for the sewer authority’s expansion into the Brazil Lane and Cherrywood areas of Jackson Township. Vote - Baker & Bracken-yes, Stephens-no

Motion Baker, second Stephens to adopt Ordinance # 122 which will regulate weight limits on Township roads. Vote-3 yes.

Motion Stephens, second Baker to authorize the advertisement of a proposed ordinance setting speed limits on Adams Avenue, Kepple Road, Blackburn Road, Snyder Road and Leidy Lane. Vote-3 yes.

Discussed a request from the Cambria Somerset Authority for tax exoneration for 2001 taxes amounting to $14.61 from Jackson Township being they are a non profit organization and were held up from getting their exempt status due to complaints and judgements filed. The total tax amounts from all properties owned by the Cambria Somerset Authority in Cambria & Somerset County municipalities totaled about $50,000.

Motion Baker, second Stephens to exonerate the Cambria Somerset Authority from 2001 taxes due to Jackson Township. Vote-3 yes.

The Supervisors went into Executive Session at 7:43 pm to discuss potential litigation matters and returned at 8:33.

Motion Stephens, second Baker to transfer $42,322.82 from the Capital Reserve Fund - Donation to the Jackson Township Volunteer Fire Company for $42,050.00 and 2 Ash Stand Containers at the Municipal Building for $272.82. Vote-3 yes.

Motion Baker, second Stephens to approve the bills from September 27th, 2002 to October 31st, 2002 - General Fund - $ 148,162.54; Senior Center Fund - $2,146.79; Highway Aid Fund - $ 3,900.04. Vote-3 yes.

Motion Baker, second Stephens to approve the time sheets for September 15th to September 28th, September 29th to October 12th and for October 13th to October 26th, 2002. Vote-3 yes.

Motion Baker, second Stephens to adjourn the meeting at 8:53 p.m. Vote-3 yes.
