The Jackson Township Supervisors held their regular meeting at 8:00 a.m. at the Jackson Township Senior Center. Members present were Supervisors David Bracken, Bob Stephens and Bruce Baker along with Secretary-Treasurer / Manager Dave Hirko and Solicitor Bill Barbin. The meeting was called to order by David Bracken, Chairman, with the Pledge of Allegiance to the flag.
Board Roll Call: was taken with all three Supervisors present.
Public Comments Concerning Agenda Items:
Motion Baker, second Bracken to authorize change order for Municipal Garage Roof Replacement Contract. Chairman Bracken said the change order involved installing heat cables in gutters and down spouts and sensors to turn the cables on and off. He said the sensors work with a combination of low temperature and moisture. He went on to say the cables are protected by an equipment ground fault breaker required by the National Electrical Code and that also included in the change order would be replacing a 70 amp panel with a 100 amp panel. Bracken said that the total cost for the work would be $7,475.00. Supervisor Stephens said that in view of the fact that the contract was put out for bid and we were adding something on that in his opinion this portion should be put out for bid. Solicitor Barbin said that legally you would need quotes for amounts between four and ten thousand dollars but if the work being done is something thatís needed to complete the existing contract, itís legitimate to do a change order but the change order would have to be approved by the Supervisors. Manager Hirko added that this work was unanticipated and needs to be done with the ice build-up. Barbin said that this does not constitute an emergency but it comes close. He added that it is definitely unanticipated and ties into the existing work being done. Stephens stated that somebody could say that we should have anticipated this work needing to be done. A vote was then taken. Baker & Bracken-yes, Stephens-no.
Supervisor Bracken said we have to hire a Full-Time Road Worker and that six people were interviewed. He added that we went over all of them and talked to a lot of people and it comes down to one person we can hire. He went on to say that in terms of qualifications he was probably the best qualified person we have. Motion Baker, second Bracken to hire Daniel Ditchcreek as a Full-Time Road Worker for a probationary period of 60 days at the rate of $10.00 per hour with no benefits and thereafter receiving pay and benefits as designated under the terms and conditions established in the contract between the Laborers International Union of North America, Local 910 and Jackson Township. Vote-3 yes.
Other New Business:
Chairman Bracken announced that the next Supervisors Meeting will be held on Tuesday, December 30, 2003 at 7:00 pm at the Jackson Township Senior Center.
Motion Baker, second Stephens to adjourn at 8:09 am. Vote-3 yes.
