DECEMBER 30th SUPERVISORS MEETING HIGHLIGHTS
~The Board of Supervisors approved Resolution 13-04 adopting a budget of just over 2.8 million for Jackson Township. The breakdown of the 2005 budget is as follows: General Fund-$906,745, State Fund-$140,000, Fire Hydrant Fund-$10,000, Rescue Fund-$9,000, Capital Reserve Fund-$1,750,995.24 and Senior Center Fund-$56,000. The budget was approved 2 to 1 with Supervisor Stephens voting no stating that the Police portion of the budget was over inflated.

~Passed Resolution 14-04 setting tax structure for 2005 as follows: Real Estate Tax - 3 1/2 Mills, Fire Hydrant Tax - 1/2 Mill, Rescue Service Tax - 1/4 Mill, Earned Income Tax - 1/2 %, Real Estate Transfer Tax - 1/2 %, Per Capita Tax - $5.00 and Emergency & Municipal Services Tax - $5.00.

~Approved loan for $35,000 to the Jackson Township Water Authority. (SEE RELATED ARTICLE IN THIS NEWSLETTER)

~Approved two subdivisions (side lot additions) for John Sirko Jr.

~Approved minor modification to stormwater management plan of John Hamula upon conditions set6 forth in a signed agreement and also that all site runoff is routed through the on site Underground Detention Pond Facility. The plan is related to the building housing Pit Stop 271 & Vantage Therapy.

~Approved Barnes, Saly & Company to perform the 2004 Township Audit. The motion passed 2-1 with Stephens dissenting stating that he would prefer the Township Auditors over the CPA firm.

~Approved compensation for Zoning Hearing Board Members including $25.00 per regular meeting and $50.00 for any hearings.

~Hired James Braunns as a part-time police officer effective January 1, 2005.

~Hired Scott Eger as a part-time police officer effective January 1, 2005.

~Approved three year agreement with the Jackson Township Police Association.

SUPERVISORS REORGANIZE FOR 2005
~Dave Bracken was re-appointed to Chairman of the Board of Supervisors.

~Bruce Baker was re-appointed to Vice-Chairman of the Supervisors.

~Dave Hirko was re-appointed to the position of Secretary-Treasurer.

~Dave Bracken & Bruce Baker were re-appointed to the position of Roadmaster.

~The Supervisors were affirmed as employees of the Township.

~Bill Barbin was re-appointed to Township Solicitor. The motion passed 2 to 1 with Stephens dissenting.

~P. Joseph Lehman was re-appointed as Township Engineer.

~Barry Rouzer was re-appointed to the position of Vacancy Board Chairman. The motion passed 2 to 1 with Stephens dissenting.

~Harry Baker was re-appointed to the position of Zoning Officer.

~Berkheimer Associates was re-appointed to collect the EIT & Emergency & Municipal Services Taxes.

~First National Bank of Pennsylvania, Ameriserv & PLGIT were re-appointed as Township depositories.

~Meeting dates were set for the last Thursday of each month except for November when the meeting will be held on November 17, 2005 due to Thanksgiving. The motion passed 2 to 1 with Stephens dissenting.

~Adopted tax structure for 2005. (No change from last year)

~Approved Supervisors & Manager to attend County & State Conventions.

~Appointed Dave Bracken as Voting Delegate to the State Convention.

~Appointed Bob Stephens as Alternate Voting Delegate to the State Convention.

~Approved Township Auditors, Tax collector, Tax Assessor & Zoning Officer to attend County Conventions.

~Re-appointed Dave Hirko as Driveway & Street Encroachment Officer.

~Set mileage reimbursement rate at 40.5 per cents per mile (IRS approved rate for 2005)

~Re-appointed Bill Ragley to a three year term as a member on the Jackson Township Zoning Hearing Board.

~Re-appointed Janet Hagerich to a three year term as an Alternate Member of the Jackson Township Zoning Hearing Board.

~Re-appointed Don Knopsnyder to a four year term as a member on the Jackson Township Planning Commission.

~Re-appointed Darin Brown to a five year term as a member on the Jackson Township Recreation Commission.

~Re-appointed Don Hrapchak to a five year term as a member on the Jackson Township Water Authority.

~Appointed Bob Stephens as Attending Member to the Cambria County Sewage Enforcement Agency.

~Appointed Dave Hirko as Alternate Attending Member to the Cambria County Sewage Enforcement Agency.

~Appointed Bob Stephens as Attending Member to the Cambria County Building Codes Enforcement Agency.

SUPERVISORS APPROVE LOAN TO WATER AUTHORITY FOR NEW LINE
The Board of Supervisors unanimously approved a loan to the Jackson Township Water Authority for $35,000 to help construct a new line to serve 18 homes along Ogden Road. The "spur" line will be directly off of the newly constructed Salt Lick - Ebensburg Water Line. There will also be 2 new fire hydrants installed along Ogden Road. The line will be approximately 1800 feet of 8 inch line. The total cost of the project is $80,000 of which $35,000 will be in the form a loan from the Supervisors by using the Capital Reserve Fund. The Authority will be receiving money from PennDOT for water line relocations connected with the new Route 22 Reconstruction Project. That money received will be put towards the Ogden Water Line Project. The Authority will make monthly payments over a two year period to pay off the loan. The new line should help make the Ogden Street area more attractive to new development.

GARBAGE CONTRACT
~The Supervisors are negotiating a new garbage contract to replace the one that expired on December 30, 2004. Until a new contract is approved, Waste Management will continue to pick up garbage under the old contract.

VETERANS MONUMENT & MEMORIAL
~The Jackson Township Recreation Commission is busy collecting applications for those who live or have lived in Jackson Township and who are Veterans. The names will be engraved on a proposed memorial to be constructed this year in Veterans Park behind the Jackson Township Senior Center Building. Applications can be obtained on the website at: www.jacksontwppa.com
