FEBRUARY 18, 2002

The Jackson Township Planning Commission monthly meeting was called to order by Chairman Bruce Baker, on February 18, 2002 at 6:35 p.m. Attending were Bruce Baker, Tom Marhefka, Laird Rager, Don Knopsnyder and Dave Cobaugh.

Public Comments
Robert Stephens requested the transcript of the meeting of July 16, 2001 involving Connective Energy.

Robert Stephens commented on monthly minutes missing from the copies he requested from the Planning Commission. On several of the missing dates there was no meeting due to the lack of a quorum. He also had comments concerning keeping a record of the meeting when there was a lack of quorum.

Robert Stephens commented on obtaining the minutes of the previous meetings prior to the meeting. Bruce Baker explained that the minutes were not public record until they are approved by the Board.

Ed Westrick also commented on draft minutes not being available prior to the meeting.

Mr. Stephens asked if the Commission was going by the Roberts Rules of Order. Bruce stated that they were.

Meeting Minutes
Bruce Baker asked if there were any corrections to the minutes which were passed out prior to the meeting. There was a typographical error and Don Knopsynder made a motion to accept the previous meeting minutes provided the typographical error was corrected. Tom Marhefka seconded the motion. All were in favor to accept the minutes as corrected.

Old Business
It was noted that Mr. Stephens’ request for copies had been met and Bruce told Mr. Stephens to check his copies and that if there any missing he could stop in the office the next day get the missing copies.

Connie Fetzer called PSATS and was told how to change the mailing list.

New Business
A copy of the advertisement announcing the meeting dates for 2002 was read by Chairman Bruce Baker.

Dave Cobaugh asked for a followup on the Guyans’ request of the last meeting concerning obtaining a building permit for their property. Bruce stated that the Guyans were referred to the supervisors since they would be the ones to handle the request. Dave Bracken, Chairman of the Supervisors Board, stated that the request was taken care of.

The letter to Ms. June Stephens requesting to return Planning Commission property was read. It was noted that as of this date there had been no response from Ms. Stephens.

The Side-Lot Addition of Gary L. and Judith Lubert conveying approximately ½ acre of property to Frankie Babula was reviewed. Don Knopsnyder made a motion to approve the side-lot addition. The motion was seconded by Laird Rager. All in favor. Motion passed. A letter will be written to the supervisors recommending approval of this side-lot addition.

The Minor Subdivision of Robert and Sally Albright conveying 1.785 acres to Brian and Sandy Albright was reviewed. Tom Marhefka made a motion to approve the minor subdivision. Dave Cobaugh seconded the motion. All in favor. Motion passed. A letter will be written to the supervisors recommending approval of this side-lot addition.

The building permits for 2001 were reviewed for 2001. It was noted that there were 98 permits which consisted of the following:

  • 28 - Remodeling (Porches/Decks)
  • 50 - New Construction (Garages, Barns, Sheds)
  • 5 - Additions (Family Rooms, Sun Rooms)
  • 15 - New Construction
  • 7 - Manufactured Homes
  • 8 - Stick Built
  • The Procedure for obtaining a subdivision was reviewed. The procedure was revised and will be reviewed at the next meeting.

    Conflict of interest statements was completed and will be sent to the township office.

    A motion was made by Tom Marhefka and seconded by Laird Rager to adjourn the meeting at 8:15 p.m. All were in favor.
