The regular monthly meeting of the Jackson Township Planning Commission was called to order by Chairman Al Gailey at 6:30 pm.

Public Comment:
Chairman Al Gailey announced that the Planning Commission would take public comment on the Draft Zoning Map dated 6-16-10.  Tammy Szekeresh questioned the criteria for determining zones.  Tom Byer also questioned criteria.  Don Mayer stated that one of their two family farms was zoned residential, a review of the map showed they where both in Ag districts.  Rob Piper spoke up about what he perceived to be the lack of sufficient residential zones, also questioned designation of O-C Open Space Conservation, not happy with map as presented.  Ed Smith also expressed concerns about R-1 and R-2 designations, the maintenance of Conservation districts, gas drilling prohibitions in flood plains and residential districts, problems with water quality where gas drilling has occurred.  Michael Ocilka commented that gas drilling is not a benign industry and that he would like to see strict protection for property owners and water wells.  Ellen Pentrak questioned why the map changes and whether or not the solicitor had any input.  Steve Yurasek spoke in favor of the Mixed Use Zone.  Ed Smith spoke to the need  for periodic review of the map/ordinance, reminded everyone that this is a dynamic document, commented that a few would profit but all would be burdened with the expenses/problems incurred by over zealous gas drilling.  Sue Teeter did not agree with the designation of Residential on her property, requested an Ag desigination.  Rick Fetzer submitted written comments on behalf of the Zoning Board and asked if their Solictior C.J. Webb could review and provide input on the map/ordinance.  Steve Yurasek commented that DEP does a good job and should be trusted to enforce the Commonwealth’s regulations.  Janet Hagerich / Karen Whited presented concerns about a vacant / burnt out property in their neighborhood, advised we have no nuisance ordinance at this time but it was understood that the property owner was deceased and the estate was in the hands of an attorney.  Will Michaels stated the Zoning Map should be returned to the original.  Jeff Ellenberger said Zoning Changes should be done on a one by one basis.  Ed Smith ended the comment period by complimenting the Commission on their efforts regarding the Zoning Ordinance and Map.  Comment period was closed at 7pm.

Motion to approve the Minutes of the May 17, 2010 and June 2, 2010 Meeting.
Motion: Paul Wyrwas, Second: Laird Rager.  5 Yes.  Motion Passed.


New Business:    
Preliminary review of Sheetz expansion.  No one representing Sheetz was present.  The Planning Commission took no action on this matter.

Subdivision of Adam and Barbara Uadiski. 
Motion to approve:  Bruce Baker, Second: Don Knopsnyder.  5 Yes.  Motion Passed.
